Because from what I have read, certian providence like Diyala.

But this is more of a victory in the fact that the bases of the enemy where captured and/denied. Also I heard today from NPR that suggest that the Taliban is well off compared to the Al Qaeda that is hurting for case.

According to who? From what I have seen and talked about with people that where here before the surge, things have become much better then before 2007.
